Section 8 Applications are now open.

The Section 8 Program is managed out of our Main Offices in Dunmore. With participants living throughout Lackawanna County (with the exception of the cities of Scranton and Carbondale), the Section 8 program has been expanded over the past year. We now have 871 vouchers to give out for private subsidized apartments.   If you are eligible for the Section 8 program and your name comes to the top of our list, you will be given 60 days to locate a suitable apartment within Lackawanna County (exception being the cities of Scranton and Carbondale). 

Applications may be made at the Housing Authority's main office only. Applications may only be filled out by the head of the household. Each head of household who is filling out an application will be required to provide photo identification, as well as any documents needed to serve as proof of citizenship. Applications can be filled out on Tuesday, Wednesday, and Thursday only.

Your household income may not exceed the income levels we have posted on our income level page.
The head of household must be at least 18 years of age, and NOT a full time student.
The applicant must be a US Citizen, or in possession of a valid proof of residency status listed on the applicant page

St. Catherine's Manor

We are also participating as the Management  Agent of a housing complex for the elderly, "St. Catherine's Manor".

Catholic Social Services and Mercy Health Partners have joined to provide housing services, intended to provide "supportive" housing services to eligible senior citizens who want to live independently but may need supportive care such as housekeeping, meals, transportation, and health related services as they continue to age. 

Located  at 5 Knox Road, Scranton, off Route 307 by Lake Scranton, the Manor is envisioned to help bridge the gap between independent living and personal care to enable residents to maintain a fulfilling, satisfying lifestyle and foster independence, dignity, privacy and choice. 

The senior citizens that live here have to be income qualified by our Section 8 Department.

FSS Program

If you are already on the Section 8 Program and are interested in improving your current situation the Housing Authority's FSS program may be for you.

The Family Self Sufficiency (FSS) program is designed to help families gain education and job skills in order to improve their family's financial situation and quality of life.

Who is eligible?

Any current participant in the Section 8 program, families or single parents. Any individual interested in pursuing further education, a GED, or job training is encouraged to apply. Applicants may be enrolled in school or job training, be receiving welfare, or be currently employed.

What can this program do for me?

The FSS program can help you set educational and training goals which will lead to better paying jobs. Participants may receive assistance with tuition, child care, or personal support. The FSS program of Lackawanna County Housing Authority does not provide these services directly but helps coordinate and access already existing resources that exist in Lackawanna County.

Heritage Valley Apartments

In the past year we have tried to provide services needed by the community, as well as working with other local agencies in a cooperative way. We have a "Project Based" program, wherein, the apartments are available to seniors if they are eligible for the Section 8 program. The "Heritage Valley Apartments" are located at 211 Susquehanna Ave. in Olyphant.
